The President shall preside at all meetings of the Association and of the Board of Directors and perform all duties usually performed by the President of an organization. When any question of parliamentary law shall arise, which is not expressly or impliedly provided by the Constitution or Bylaws of the Association, the residing officer shall be governed by the provisions of "Roberts Rules of Order" for all decisions.
